
Environmental consulting on Defence projects looks similar to commercial work on paper and behaves nothing like it in practice. The science doesn't change. What changes is that the base keeps operating around you, the buildings are older than most consultants' entire project history, and the documentation has to hold up long after you leave the site.
We've delivered across multiple Defence sites in the last few years, Fishermans Bend in Port Melbourne, Puckapunyal, Simpson Barracks, Marrangaroo and Romani Barracks. Here's what that work consistently shows.
Simpson Barracks at Yallambie contains buildings dating from the 1930s through to WWII-era structures, most incorporating asbestos cement sheeting and other hazardous materials typical of military construction from that period. Marrangaroo, a WWII ammunition storage and distribution facility near Lithgow, carries lead-based paint systems throughout.
Eighty years of alterations, repairs and repurposing sit on top of those original builds, and documentation rarely keeps pace. That's why we sample rather than presume. At Simpson Barracks, survey findings gave the head contractor an accurate removal scope to price against. Surveyed materials get priced as scope. Discovered materials get priced as variations.
At Puckapunyal, hazardous materials surveys ran alongside environmental oversight of asbestos-impacted soil removal tied to road infrastructure upgrades. Soil validation sampling and clearance inspections confirmed excavation areas were suitable for reuse, and clearance certification was issued promptly so road construction could proceed.
At Romani Barracks in Orange, soil characterisation across proposed excavation areas covered heavy metals, hydrocarbons and hazardous building material fragments, feeding into waste classification under the NSW EPA guidelines. Accurate characterisation avoided the cost of over-classifying material, a real saving, because soil leaving Commonwealth land carries strict regulatory requirements and an over-conservative classification is paid on every tonne.
This is the constraint that defines Defence work. Fishermans Bend is an active research precinct supporting the Defence Science and Technology Group, and friable asbestos removal there happened adjacent to occupied research environments with sensitive equipment and personnel nearby. Continuous supervision, boundary and adjacent area fibre monitoring, and staged clearance inspections were what made it workable. Zero exceedances were recorded across the monitoring program.
Simpson Barracks stayed operational throughout, with training and administrative functions continuing around the works. Romani is an active Army Reserve installation in an urban setting adjacent to residential neighbours. Marrangaroo required containment good enough to protect depot personnel working nearby.
None of that is achievable by turning up with a sampling kit and a report template. It requires planning around base access protocols, restricted movement zones and training schedules and it requires results back fast enough that clearance never becomes the thing holding up the program.
Three things, based on the pattern across all five sites.
Get the hazardous materials survey done before scoping, not after. Every downstream cost, removal methodology, disposal classification, program duration, is set by that document.
Plan sample logistics early, particularly regionally. Marrangaroo and Puckapunyal both needed efficient turnaround from remote locations, and slow lab analysis on a Defence maintenance program is a delay you can't recover.
Treat the report as the start of the engagement. Assessment, monitoring, validation and clearance certification need to be one continuous line. Handing clearance to a different consultant creates gaps that show up in review.
